Antonio Spiezia, founder of ARPER, has more than 35 years of international experience in legal, commercial and financial advisory.
Languages
He works daily in several languages, including Italian, French and English, ensuring fluent and direct communication with international counterparts and local institutions.
Education
He holds a degree in economics and commerce from the University of Pisa, is qualified as a Dottore Commercialista in Italy, and is certified in Europe and the United States (NASD, CFTC), with specialisations in taxation, trading and business management.
International experience
Italian by birth and Monegasque by adoption, Antonio Spiezia has built his career across several countries and fields of specialisation. He began in finance at Merrill Lynch in Monaco, then worked at Tamoil on commodity and currency risks. He subsequently specialised in company administration, international contracts, and legal and tax advisory.
He has founded and led organisations dedicated to international contractual advisory, specialist training and personalised support for settling in the Principality of Monaco.
Professional practice
He now supports clients across Monaco, France and Italy in two complementary areas. The first concerns settling in the Principality: individual residence, company formation and authorisations to conduct economic activities. The second concerns the legal life of civil companies: incorporation, transfers of shares, meetings and formalities, cross-border property transactions, and decisions involving directors’ liability.

Antonio Spiezia is authorised to practise as a Conseil Juridique in the Principality of Monaco and works in full compliance with local regulations, with an approach that combines technical rigour, cultural sensitivity, operational flexibility and multilingual, multicultural expertise.
Property mandate
Approved by the Direction des Services Fiscaux as a representative of legal entities owning property in the Principality (approval no. 230/AGT MDT/I/2025, under Law no. 1.381 of 29 June 2011), he fulfils the reporting obligations associated with this mandate.

GEN-D CODE
This experience also led Antonio Spiezia to develop the GEN-D CODE – Decision Genome, a structured method for analysing the decision-making process, now applied in both general and professional contexts.
This experience informs a conviction: a well-constructed decision must be explainable. In 2026, he published Le Code GEN-D, a method for analysing decisions that he subsequently adapted to anti-money laundering, terrorist financing and proliferation financing cases.
